I first heard about this rule on Thursday 8/5/2010. I researched it for several days and came to these conclusions.
On 3/31/2010 the Senate Committee on Labor, Elections and Urban Affairs and the Assembly Committee on Elections and Campaign Reform passed Assy Bill 895 and Senate Bill 640 RELATING TO: VARIOUS CHANGES IN ELECTION LAWS, GRANTING RULE-MAKING AUTHROTY, AND PROVIDING PENALTIES

The public hearing was held the same day that the committees met—3/31/2010.
Upon more research I learned that the Government Accountability Board presented their “rule” to these two committees during the summer. Both committees had one month to review the “rule”, not law. Because these two committees took no action, a PASSIVE REVIEW permitted this “rule” to become enforceable. For some reason our elected legislators think this passes as democracy—abdicate their authority to legislate to an UNELECTED BOARD OF RETIRED JUDGES no less, then CAST NO VOTES.
On Monday 8/9/2010 I called up each democrat on the committee and discussed this issue—I DID MOST OF THE TALKING AND MADE THEM LISTEN. Bottom line—none of these democrats deserve any votes in November because they were unable to cast a vote this summer.
